Today, the National Development and Reform Commission and other eight departments jointly held a national teleconference on cotton work here. Just now, Deputy Director Zhang Xiaoqiang made an important speech on doing a good job in cotton work this year, and quality inspection departments and fiber inspection institutions at all levels should conscientiously implement it in combination with the actual situation. Now, according to the arrangement of the meeting and the functions of the quality supervision department, I would like to make three comments on the cotton quality supervision in 2012.

　　 1、 Comprehensively strengthen cotton quality supervision

This year's cotton quality supervision work is facing a complex situation. In order to prevent regional quality and safety risks and ensure that there is no vicious adulteration, fraud and illegal acts, quality inspection departments at all levels and fiber inspection institutions should attach great importance to it, earnestly assume the responsibility of supervision, and make the cotton quality supervision and inspection work effective. Focus on the following work:

（1） Strengthen the supervision and inspection of the purchase and processing of new cotton. The supervision and inspection of the purchase and processing link is the basic work of cotton quality supervision, which is of great significance to improve the effectiveness of supervision and maintain the stability of cotton quality and market order. Here we should emphasize the following aspects. First, we should continue to keep a high level of vigilance against cotton counterfeiting, and crack down on serious quality violations such as adulteration and shoddy goods; Second, we should severely crack down on enterprises' purchase of seed cotton, which is harmful to farmers; The third is to organize and carry out special comprehensive treatment of bread bar code, weight and sample problems; Fourth, we should cooperate with relevant departments to strengthen the centralized control of "two small and one local"; Fifthly, improve the quality information archives database of cotton processing enterprises, and implement classified supervision and management on enterprises according to the quality credit rating; Sixth, we should carry out activities to support the good and limit the bad, encourage enterprises to be honest and self-discipline, and promote cotton processing enterprises to improve their quality awareness through guidance and demonstration.

（2） Actively cooperate with relevant parties to prevent the occurrence of "turn cotton". Since the listing of new cotton, in order to protect the interests of cotton farmers and ensure the demand for cotton in the textile industry, the state has started to implement the temporary cotton storage policy, and at the same time put in reserve cotton. In order to prevent the occurrence of "turn cotton", the National Development and Reform Commission issued and implemented (Interim Provisions on Preventing the Issue of "Turn Cotton" in the National Reserve Cotton Released) (hereinafter referred to as the Interim Provisions on the Issue of "Turn Cotton"), and will take a series of measures to combat "turn cotton" together with relevant departments. Fiber inspection agencies at all levels should give full play to the service of macro-control Maintain the role of cotton quality and safety, take effective measures to do a good job in quality supervision, and cooperate with local development and reform departments to do a good job in the implementation of the Interim Provisions on "Cotton in the Loop". First, we should strengthen the supervision and inspection of the 400 type cotton processing enterprises, and check if the quantity delivered and stored is obviously inconsistent; Second, it is necessary to establish a supervision and reporting mechanism and a responsibility tracing mechanism for processing enterprises, verify the reported problems, and hold processing enterprises responsible for fraud and other acts.

（3） Strengthen the supervision and management of the supervision and inspection work in various places. The China Fiber Council should continue to improve the cotton quality supervision and inspection mechanism and relevant systems and regulations, timely control the work strength, social effects and existing problems in the supervision and inspection of various regions, increase the work supervision and inspection, and carry out work supervision and guidance to major cotton producing regions in the peak season of purchase and processing. All provincial fiber inspection institutions should formulate specific implementation plans for supervision and inspection work, further strengthen work assessment management, and strive to improve the effectiveness of supervision and inspection work.

　 2、 Continue to deepen the reform of cotton quality inspection system

Since the reform of cotton quality inspection system was fully implemented, great achievements have been made under the joint efforts of all relevant parties. In the new year, quality inspection departments and fiber inspection institutions at all levels should continue to take measures to promote the in-depth development of reform.

（1） Actively cooperate with relevant departments to improve the layout of cotton processing industry. At present, the layout plan of the national cotton processing industry has been basically completed, and the fiber inspection agencies in various regions should continue to do a good job in the pre review and review of the quality assurance capability of cotton processing enterprises, and coordinate with the development and reform departments to dynamically adjust and improve the layout plan. The renovation and transformation of small bale cotton enterprises in some regions is slow or even stagnant, which seriously affects the in-depth reform. If it is not fundamentally addressed, it will seriously affect the in-depth reform. It is necessary to report to the local government and relevant departments on the renewal and transformation of small bale cotton enterprises and the delisting of enterprises in a timely manner, resolutely implement the delisting plan of small bale cotton in various regions with relevant departments, make great efforts to promote the delisting of small bale cotton enterprises, accelerate the progress of the renewal and transformation of cotton processing enterprises, and highlight and solve the difficulties and key problems in the reform.

（2） Actively organize and carry out instrumented notarization and inspection work. Under the guidance of the temporary collection and storage policy last year, the demand for instrumented notarization and inspection increased significantly, and the fiber inspection institutions overcame difficulties and worked overtime to successfully ensure that cotton enterprises participated in the temporary collection and storage of cotton. This year, it is expected that the enterprise will focus on delivery and storage, and the instrumental notarization and inspection work will face new challenges. Fiber inspection institutions at all levels should strengthen policy publicity, provide notarial inspection services in a timely manner, promote cotton processing enterprises under the new system to increase the inspection submission rate, further improve the coverage and influence of cotton under the new system, and promote the reform of cotton quality inspection system. The China Fiber Council will continue to improve the cotton quality information system, collect, analyze and test data, issue the Cotton Quality Analysis Report, and give full play to the role of serving the development of enterprises and the government's macro-control. {page_break}

（3） Organize the implementation of the new cotton quality standards. In accordance with the requirements of "Prompting the introduction of the national cotton quality standard that fully adopts the instrumented quality index system", China Fiber Council led the revision of the national standard GB1103-2007 Cotton Fine Lint Cotton with relevant parties, carried out a major reform on the cotton grade index, and produced the color grade and rolling quality inspection index. At present, the new standard has been notified by the WTO and will be issued in the near future, and will be implemented from September 1, 2013. The new standard has established a quality index system that fully uses instrumented inspection, replacing sensory inspection with instrumented inspection, promoting the improvement of inspection science and quality, and realizing the basic integration with the international cotton standard inspection technology system. In the 2012 cotton year, China Fiber Council should actively work with the cotton association, cotton spinning association and other relevant units to carry out the publicity, implementation, inspection and training of GBll03 cotton national standard, seriously organize the pilot work of cotton color grading inspection, cooperate with relevant departments to do a good job in the research and development of cotton trade settlement system under the new standard, and make all preparations for the implementation of the new standard.

（4） Actively apply semantic inspection indicators spin Popularization of cotton blending system.

The research and development on the application of textile cotton blending system to the instrumented inspection indicators led by China Fiber Council has been basically completed. In the past two years, a pilot project has been carried out in some large textile enterprises, and great achievements have been made in improving fine cotton blending, improving yarn quality, and reducing production costs. In the current difficult situation of the textile industry, actively promoting the application of textile cotton blending system is of great significance for improving the competitiveness of textiles and increasing the added value of products. CFB should continue to work together with research and development units and textile enterprises to do a good job in the application of cotton blending system, increase promotion efforts, strengthen services for textile enterprises, and strive to achieve greater breakthroughs.

　　 3、 Go all out to do well in the notarization and inspection of reserve cotton

The temporary collection and storage policy implemented in 2011 played a key role in stabilizing the cotton market and protecting the interests of cotton farmers. The fiber inspection institutions at all levels successfully completed the inspection task, ensured the inspection quality and efficiency, and promoted the national macro-control. In 2012, the inspection task of cotton is still heavy. The China Fiber Council and all inspection agencies should strictly control, ensure quality, strengthen coordination and ensure the progress of the collection and storage work in accordance with the unified deployment of the national collection and storage work.

（1） Specify work tasks and measures. It is necessary to study and formulate the emergency plan for the storage and warehousing inspection of the national reserve cotton and the temporary storage work plan of the national reserve cotton, and make preparations for the notarization and inspection of the delivery and storage of the national reserve cotton. The warehousing acceptance inspection shall be carried out in strict accordance with the inspection plan and inspection procedures, and those that do not meet the national quality requirements for warehousing shall be returned. The enterprises with poor quality and credit should strengthen the random inspection and acceptance of warehousing. For the problems that affect the inspection progress in the work, the China Fiber Council should strengthen communication with relevant departments and solve them in a timely manner.

（2） Strengthen supervision and assessment. The fiber inspection institutions at all levels shall establish a reward and punishment mechanism for work quality assessment, clarify responsibilities, standardize the inspection behavior of inspectors, and ensure work quality; China Fiber Council should strengthen the supervision and assessment of inspection work.

（3） Do a good job in Xinjiang aid service. This year, the work pressure of Xinjiang fiber inspection institutions is greater, and the tasks of quality supervision and notarization and inspection are more onerous. To this end, this year, the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) transferred more forces from the national fiber inspection system to Xinjiang to carry out technical services. The China Fiber Council and all technical service teams should actively do a good job in technical services, strengthen quality management, expand the scope of services, assist Xinjiang Notary Inspection Laboratory to accelerate the inspection progress, promote the completion of quality inspection system reform in Xinjiang, and play a positive role in improving cotton quality in Xinjiang and other major production areas.
